Greece implements stricter regulations for wind energy development

The Greek government is set to enhance its regulatory framework for wind energy, introducing more stringent spatial planning rules aimed at managing the rapid expansion of the sector. This initiative, driven by the Ministry of Environment and Energy, is expected to enter public consultation shortly, reflecting the government’s commitment to balancing renewable energy growth with environmental considerations.

One of the key features of the revised regulations will be tighter siting criteria for wind turbines. The proposed rules will particularly affect installations in mountainous regions, popular tourist areas, and zones designated for environmental protection. A notable aspect of this regulatory update includes new altitude limits for wind farms. Discussions have revolved around thresholds between 1,300 and 2,000 meters above sea level, with expectations leaning towards a final cap closer to 1,500 meters.

Furthermore, the new framework aims to impose additional restrictions on projects located in highly touristic areas such as the Cyclades, while simultaneously enhancing protections for ecologically sensitive regions. Notably, projects that have already received environmental approvals are anticipated to be exempt from these new limitations, thereby ensuring that developments already in advanced stages of permitting can proceed without disruption.

This regulatory tightening coincides with a significant increase in Greece’s licensed wind energy capacity. Current installations and projects that have either received or are pursuing final grid connection offers amount to approximately 16.19 GW. This capacity notably surpasses Greece’s official targets outlined in the National Energy and Climate Plan, which aims for 8.9 GW by 2030 and around 13 GW by 2050. The disparity underscores the challenges of aligning rapid renewable energy deployment with evolving spatial and environmental constraints.

The anticipated changes reflect a growing recognition of the need for regulatory frameworks that accommodate both ambitious renewable energy goals and environmental stewardship. As Greece navigates this complex landscape, stakeholders within the energy sector will closely monitor how these regulations impact future project developments and overall market dynamics.
