Serbia’s renewable pipeline faces grid-capacity limits as connection queue reaches 18 GW

Serbia’s renewable expansion has accelerated following reforms, while electricity-system reliability has been maintained, according to Dubravka Đedović, Minister of Mining and Energy. She made the remarks during discussions with the Renewable Energy Association of Serbia on investment conditions and potential improvements to the regulatory framework. The minister said Serbia has tripled its installed renewable-energy capacity since 2022. She added that the next development phase will be shaped by transmission capacity, storage availability and system-operator integration of a growing project pipeline.

Connection queue grows beyond available grid capacity

Investor interest in Serbia’s renewables sector now exceeds available grid capacity, the ministry said. Applications for connection to the transmission network total approximately 12 GW. Projects seeking access to the distribution system represent an additional 6 GW. Together, the 18 GW queue reflects demand for grid access across both voltage levels.

The combined connection queue should not be treated as a bankable construction pipeline, according to the same statements. Individual projects are at different stages including permitting, land acquisition, technical development, financing and grid assessment. Even so, the volume of applications indicates growing pressure on EMS and on distribution-system resources. Technical progress depends on how each project meets requirements at each stage.

Transmission studies expected to shape which projects connect

Further renewable growth in Serbia will require coordination with transmission investment and broader energy-security requirements. The transmission and distribution operators will continue conducting technical studies to determine which projects can connect. These assessments are expected to run alongside efforts to expand flexibility and storage capabilities. Until additional flexibility is available, connection outcomes remain tied to operator evaluations.

The Government identified pumped storage and additional hydropower as key elements for system flexibility. It cited the planned Bistrica pumped-storage hydropower plant and the future Đerdap 3 project as strategically important for absorbing higher volumes of intermittent wind and solar generation. The Government also linked these developments to balancing capacity needs and reduced curtailment during periods of high renewable output. Both projects are positioned within the system’s ability to manage variability.

Storage constraints affect developer scrutiny and project design

Until new storage becomes available, developers are expected to face increased scrutiny in areas including production profiles and network impacts. The Government said balancing arrangements and the firmness of connection rights will also be examined more closely. Projects combining wind or solar with batteries, controllable output and credible market-balancing strategies are described as more likely to strengthen their position than generation-only proposals. The approach is intended to align project characteristics with system integration requirements.

The Government does not plan another broad round of regulatory changes at this time. Instead, it intends to emphasize consistent application of the existing framework alongside technical analysis and ongoing coordination among investors, the Ministry and system operators. Grid capacity is described as the defining scarcity in Serbia’s renewable market relative to investor appetite.
