Dama project in Arad County and link to Rezolv’s pipeline
Rezolv Energy is developing the Dama solar and battery project in Arad County, as part of a broader Romanian wind and solar expansion plan. The independent power producer was established by UK infrastructure investor Actis in 2022. Dama is included in Rezolv’s target to develop approximately 2 GW of Romanian wind and solar capacity by 2028, alongside the Vifor wind farm in Buzău County.
The planned Dama solar development has proposed capacity exceeding 1 GW, placing it among the largest photovoltaic projects in Europe. If completed, Dama would exceed Germany’s 650 MW Witznitz solar project. It could also become the largest individual photovoltaic facility in the European Union, while Turkey’s 1.3 GW Karapınar plant would remain among Europe’s largest solar assets.
Hybrid design, revenue stack and financing milestones
The project will include battery energy storage, creating a hybrid structure intended to reduce exposure to midday price compression. The battery component is also designed to improve the delivery profile offered to electricity buyers. Revenues are expected to be supported through a combination of long-term power-purchase agreements and assistance under Romania’s contracts-for-difference programme.
Financial close is targeted in the coming months, with commercial operation planned for 2027. Achieving that timeline depends on grid-connection works, procurement, construction sequencing and the final configuration of contracted revenues. The scale of a project above 1 GW requires extensive connection infrastructure, careful phasing and a route to market for very large volumes of daytime electricity.
Regulatory drivers and Romania’s recent solar build-out
Jaroslava Korpanec, Actis partner and head of Central and Eastern Europe, cited Romania’s regulatory environment as one of the key drivers behind the investment. She also pointed to the project pipeline, access to finance, available land and comparatively efficient permitting as contributing factors . The battery component and contracted revenue structure are described as fundamental to financing in a context where Romania faces more frequent periods of solar-driven price compression .
Romania added an estimated 2.5 GW of solar capacity in 2025, equivalent to annual growth of 45%. This brings total installed solar capacity to approximately 7.6 GW. Solar capacity could exceed 19 GW by 2030, supported by additional utility-scale projects and battery installations.
