Tender scope and procurement structure
Elektroprivreda Republike Srpske, or ERS, has launched a new tender for the long-delayed 60 MW Hrgud wind farm in Bosnia and Herzegovina. The procurement is valued at €95.6mn and is structured under an EPC+F model. Under the approach, the selected contractor is responsible for arranging financing as well as engineering, construction and commissioning.
The tender package covers more than turbine delivery and installation. It includes the associated transmission line and substation, access roads, turbine assembly areas, and the electrical and control infrastructure needed to operate the wind farm. This scope is designed to cover key elements required for commissioning of the project.
Project location, generation profile and technical configuration
Hrgud is planned near Berkovici in eastern Herzegovina, around 50 km northwest of Trebinje. The project would consist of ten 6 MW wind turbines. Expected annual output is around 160 GWh/year.
Earlier wind measurements indicated average speeds above 8 metres/second. Those results supported the development case for the site during earlier project preparation efforts.
Financing history and bid deadlines
The financing component is described as particularly important for advancing Hrgud. The project has remained in development for years despite multiple attempts to secure a workable investment structure . An earlier arrangement involving German financial support did not progress, and later discussions with Chinese and Hungarian counterparties also did not lead to construction.
Offers are due by 12 October, with tender documentation available until 1 October. ERS’s latest tender represents another effort to restart the project after the concession was awarded more than a decade earlier . If financed and built, Hrgud would become the first wind farm in the Republic of Srpska.
