Montenegrin state-owned utility EPCG has launched a third tender for the design and construction of the Otilovići small hydropower plant. The project value remains unchanged from earlier tender attempts at €7 million excluding VAT, or €8.47 million including VAT. The tender covers the full scope from design preparation to commissioning.
Contract scope and design timeline
The contract includes preparation of the main design, civil works, delivery and installation of electromechanical equipment, as well as testing and commissioning of the facility. EPCG requires the main design to be completed within six months, excluding the review period. A further six months is allocated for preparation of the environmental impact assessment, excluding the time needed for approval by the Environmental Protection Agency.
Construction schedule and project handover
Construction of the Otilovići plant is expected to take between 12 and 20 months. EPCG will formally hand over the project to the selected contractor seven days after the building permit is issued. This handover timing is linked directly to the permitting process.
Bids deadline and plant output
Interested companies must submit their offers by 20 October. The planned small hydropower plant has an installed capacity of approximately 2.6 MW. It is expected to generate around 11 GWh of electricity annually.
