Bosnia and Herzegovina’s state-owned utility EPBiH has launched a tender for the main design of the proposed 16 MW Janjici hydropower plant on the Bosna River. The contract value is estimated at €800,000. The lowest price is set as the main criterion for selecting the winning bid. Offers are due by 16 October.
Environmental permit dispute reaches Cantonal Court ruling
The Janjici project has been tied to extensive legal proceedings related to its environmental permit. In April 2025, the Cantonal Court in Sarajevo overturned a decision by the Federal Ministry of Environment and Tourism. That earlier decision had rejected the renewal of the plant’s environmental permit.
Court cites legislation, procedure and Aarhus obligations
The court found that the Ministry misapplied relevant legislation and breached procedural requirements. It also ruled that the Ministry failed to meet obligations under the Aarhus Convention. The case was brought by the Aarhus Resource Center in Bosnia and Herzegovina, and the ruling effectively overturned the Ministry’s 2021 decision refusing renewal of the environmental permit.
