Njegovuđa wind farm advances to full environmental impact assessment phase

Montenegro’s environmental authorities have required a full environmental impact assessment for the proposed 92.4 MW Njegovuđa wind farm near Žabljak, moving the project into a more demanding development stage. The decision does not indicate that the project is blocked. Instead, it shifts the work from a conceptual pipeline to a phase where environmental, technical and infrastructure constraints must be demonstrated in detail.

The project envisages 14 turbines of approximately 6.6 MW each, targeting an addition to Montenegro’s comparatively small electricity system. For wind projects in mountainous terrain, this is often where development work begins in earnest.

Construction and site constraints for large turbines

Modern turbines of more than 6 MW require substantial foundations, heavy transport routes and large cranes. Blade and tower delivery can involve road widening, bridge checks and temporary traffic arrangements. Mountain sites can also add challenges linked to geotechnical conditions, snow, icing and construction access.

Environmental permitting can become complex as the project progresses through these site-specific constraints. The development therefore needs to address both construction logistics and permitting requirements before advancing further.

Environmental assessment scope and grid integration requirements

Wind developments must evaluate impacts on birds, bats, habitats, landscape and protected areas, particularly in sensitive mountainous locations. Grid integration is also identified as a critical issue for the project’s next steps. These elements are part of the detailed demonstration required after the environmental authorities’ decision.

A 92 MW project represents a substantial injection into the Montenegrin system, making connection studies central to its progression. Connection work is described as needing network reinforcement considerations alongside reactive-power capability, fault ride-through, SCADA communication and compliance with CGES requirements.

Broader implications for Montenegro’s renewables pipeline

The Njegovuđa update is also presented as reflecting a wider trend in Montenegro’s renewable pipeline. The country’s renewable pipeline is now considerably larger than its existing operating wind fleet.

The challenge is described as shifting away from generating investor interest toward converting proposed megawatts into projects that have completed environmental assessment, secured land and access rights, obtained grid connection and reached bankable construction status. Njegovuđa is positioned as an indicator of development quality within that process.

The next milestones listed are environmental approval, grid arrangements, detailed design and financing. These steps will determine whether 92.4 MW moves from Montenegro’s renewable pipeline into its operating generation fleet.
