Clarion Engineer has become an OIE Serbia Knowledge Partner, bringing its CBAM Verified Electricity Playbook to the renewable energy industry through a dedicated workshop. The workshop is set to be included as an official addendum to the RES SERBIA 2026 conference programme.
The CBAM Verified Electricity workshop is intended to translate the new EU framework for electricity under the Carbon Border Adjustment Mechanism into practical procedures. It targets renewable electricity producers, suppliers and traders, industrial buyers, and other market participants.
Operational framework for the CBAM electricity evidence chain
The workshop will be based on Clarion Engineer’s already-developed CBAM Verified Electricity Playbook. The playbook provides an operational framework covering the complete electricity evidence chain. It spans renewable generation and power purchase agreements through metering, electricity supply, industrial consumption, MRV, pre-verification, and preparation of evidence for formal verification.
The playbook sets out roles and responsibilities across multiple parties involved in the process. These include producers, electricity suppliers and traders, industrial buyers, CBAM teams, technical teams, EU counterparties, and verification parties. It also describes procedures and evidence exchanges required between them.
Tailor-made CBAM playbooks across the European value chain
Clarion Engineer has also developed a broader suite of tailor-made CBAM operational playbooks for participants across the European value chain. The materials include dedicated methodologies for EU importers and authorised CBAM declarants.
Sector-specific playbooks have been developed for steel and aluminium exporters to the EU. These address the treatment and documentation of relevant precursor materials and embedded-emissions data used in CBAM-related reporting.
Pre-verification procedures aligned with EU-accredited verifiers
In parallel with the playbook framework, Clarion has developed detailed pre-verification procedures. These are designed around the anticipated workflow of EU-accredited verifiers. The mapped process runs from evidence preparation and data reconciliation through sampling and traceability checks.
The pre-verification approach also covers corrective actions and final verifier handover. This is intended to support exporters, producers, importers, and declarants in preparing CBAM files in a way aligned with formal verification expectations.
Integration points between renewable producers and industrial buyers
The OIE workshop places emphasis on integration points between renewable producers and industrial buyers. The topics include PPAs and electricity supply contracts as well as metering and SCADA records used for electricity tracking.
The agenda also covers settlement data, environmental attributes, electricity consumption records, MRV controls, evidence retention, reconciliation, and pre-verification procedures. Participants are expected to work through the electricity chain from renewable generation to industrial consumption while identifying responsibility for each dataset, control, and documented item.
The session will also address how information should be transferred between counterparties and where verification risks can arise in practice. As an official conference addendum, it is described as complementing the wider RES SERBIA 2026 programme with a specialised working session for companies affected by the interaction between renewable electricity procurement, industrial decarbonisation, and CBAM.
Through its Knowledge Partnership with OIE Serbia, Clarion Engineer aims to establish a common practical language between renewable energy and industrial sectors. The stated objective is to help market participants prepare contractual, technical, MRV, and verification processes for a new European carbon-accounting environment.
