Clarion Engineer has become an OIE Serbia Knowledge Partner, bringing its developed CBAM Verified Electricity Playbook to the renewable energy sector through a dedicated workshop that will serve as an official addendum to the RES SERBIA 2026 conference programme.
The CBAM Verified Electricity workshop will focus on translating the evolving EU framework for electricity under the Carbon Border Adjustment Mechanism (CBAM) into practical procedures for renewable electricity producers, suppliers, traders, industrial buyers and other market participants.
The workshop will be built around Clarion Engineer’s CBAM Verified Electricity Playbook, an operational framework covering the complete electricity evidence chain. The methodology addresses key stages ranging from renewable generation and power purchase agreements to metering, electricity supply, industrial consumption, MRV, pre-verification and the preparation of evidence for formal verification.
The playbook also establishes clear roles and responsibilities for renewable energy producers, electricity suppliers and traders, industrial buyers, CBAM teams, technical teams, EU counterparties and verification bodies. It outlines the procedures, controls and evidence exchanges required between the different participants throughout the electricity value chain.
In addition to the electricity-focused methodology, Clarion Engineer has developed a wider range of tailor-made CBAM operational playbooks for companies operating across the European value chain. These include dedicated methodologies for EU importers and authorised CBAM declarants, as well as sector-specific frameworks for steel and aluminium exporters supplying the EU market, including procedures related to precursor materials and embedded-emissions data.
Clarion has also developed detailed pre-verification procedures based on the anticipated workflow of EU-accredited verifiers. These procedures map the expected verification process, covering evidence preparation, data reconciliation, sampling, traceability checks, corrective actions and the final handover of documentation to verifiers.
This approach is designed to help exporters, producers, importers and declarants prepare their CBAM documentation in a way that is aligned with the likely requirements and working methods of formal verification.
A key focus of the OIE Serbia workshop will be the integration between renewable electricity producers and industrial buyers. Participants will examine critical areas including PPAs and electricity supply contracts, metering and SCADA records, settlement data, environmental attributes, electricity consumption records, MRV controls, evidence retention, reconciliation and pre-verification procedures.
The workshop aims to move the discussion beyond the general concept of purchasing green electricity and towards the practical challenge of ensuring that electricity can become traceable, MRV-ready and verification-ready for relevant CBAM applications.
Participants will work through the full electricity chain, from renewable generation to industrial consumption, identifying responsibility for each dataset, control and document, as well as the procedures for transferring information between counterparties and recognising potential verification risks.
As an official addendum to the RES SERBIA 2026 conference, the specialised session will complement the wider programme by offering practical guidance to companies affected by the growing interaction between renewable electricity procurement, industrial decarbonisation and CBAM requirements.
Through its Knowledge Partnership with OIE Serbia, Clarion Engineer aims to establish a common practical language between the renewable energy and industrial sectors and support market participants in preparing their contractual, technical, MRV and verification processes for the evolving European carbon-accounting environment.
