Bulgaria’s Kozloduy nuclear power plant is continuing to operate normally despite exceptionally low Danube levels. The facility is described as an important source of baseload electricity while hydrological conditions disrupt power generation elsewhere in Southeast Europe. Both operating units are producing in line with the approved dispatch schedule.
Bulgaria’s energy authorities expect Kozloduy to keep its current output for at least the next three weeks. The expectation is conditional on the river continuing to fall at approximately the pace recorded during the previous week. Authorities are treating the ongoing hydrological trend as a key driver for operational continuity.
Hydrology pressure and regional power balance
The assurance around Kozloduy’s output is described as commercially important for the region. Southeast Europe is already dealing with historically weak hydropower production and cooling-water constraints at thermal and nuclear facilities. A material reduction at Kozloduy would tighten Bulgaria’s balance.
Any tightening in Bulgaria could shift additional demand toward Romania, Serbia, and Greece. The potential demand increase would also extend into the wider Central European market. The authorities’ focus remains on maintaining generation levels under low-river conditions.
Danube coordination with Serbia and Djerdap constraints
Bulgaria has introduced precautionary procedures as Danube levels remain exceptionally low. It is also in contact with Serbia and Romania under regional arrangements for managing the river. Bulgaria has discussed whether Serbia’s Djerdap hydropower complex could help maintain downstream water levels needed for Kozloduy’s safe operation.
Serbia’s ability to support downstream levels is constrained by its own hydrological emergency. Inflows into Djerdap have fallen to historically low levels, substantially reducing hydroelectric production. Water-management decisions therefore have to balance nuclear cooling requirements, hydropower generation, navigation, and environmental obligations along the Danube.
Market implications of sustained nuclear availability
Kozloduy’s continued availability provides Bulgaria with a stronger position than neighbouring markets facing generation restrictions. However, it does not remove risk from the low-water situation. Prolonged heat, further evaporation, and continued low upstream inflows could reduce operational flexibility over time even if immediate production remains unaffected.
The market value of Kozloduy’s output is described as greater than its energy volume alone suggests. Stable nuclear generation limits Bulgaria’s exposure to high-priced imports and gas-fired replacement power. This comes as regional evening prices show sharp scarcity premiums.
