The Romanian government has taken a significant step forward in the energy sector by approving the environmental permit necessary for the second phase of the Cerna-Motru-Tismana hydropower project. This decision, made by the Ministry of Environment, Waters and Forests, marks a crucial regulatory milestone that enables further development of this long-standing initiative.
This approval is grounded in comprehensive assessments that adhere to both Romanian legislation and European Union directives. These assessments included an in-depth evaluation of potential impacts on water bodies, an analysis of protected habitats, and a thorough environmental impact report. The findings from these studies informed the selection of a project variant aimed at reducing ecological disruption while fulfilling essential safety and energy production goals.
The upcoming phase is set to complete components of a hydrotechnical system that has been in planning since the 1970s. A primary objective is to bolster the safety protocols at the Vaja dam, enhancing its operational reliability over the long term. Upon execution, these enhancements are anticipated to boost electricity generation at HPP Clocotiș, while simultaneously improving flood defenses for communities located downstream. The design also prioritizes ecological restoration by eliminating artificial barriers along the Tismana river, thereby reinstating both longitudinal and lateral connectivity within aquatic ecosystems.
To ensure sustainable practices throughout both construction and future operations, environmental protection measures have been integrated into project planning. These measures include stringent monitoring and mitigation strategies. The Ministry highlighted that active public consultations and stakeholder engagement played a vital role in refining the technical solutions adopted for this project. This collaborative approach reflects a scientifically informed compromise that aims to balance energy needs with safety and environmental stewardship.
