HEP ESCO has opened a €5.3mn tender for the construction of 90 rooftop photovoltaic plants across Croatia. The procurement is described as a nationwide programme covering operational sites within the HEP group.
Regional package structure and budget allocations
The tender is split into five regional packages. The Zagreb and surrounding area package is valued at about €1.2mn.
The largest package, worth €1.21mn, covers Slavonia and includes 20 HEP distribution and HEP Plin facilities. A separate package for Dalmatian locations is valued at €770,000, including technically demanding sites such as hydropower facilities.
North-western Croatia accounts for a €1.11mn package covering 15 locations. A further €1.035mn is allocated to 23 sites in Istria, Primorje and Gorski Kotar.
Turnkey delivery and contracting timeline
The selected contractors are expected to provide turnkey systems. This includes responsibility for both design and construction before handing over fully operational installations.
Bidders may submit offers for the entire programme or for individual regional packages. Contracts are due to be signed within 90 days of contractor selection, with all installations scheduled for completion within 18 months.
