The Municipality of Žagubica has opened a public consultation on the draft Detailed Regulation Plan (DRP) and the accompanying Strategic Environmental Assessment for the proposed Gornjak wind farm. The consultation covers planning documentation linked to the project’s environmental assessment process. The public consultation is scheduled to remain open until 17 August.
Project developer, grid capacity and expected generation
The Gornjak wind farm project is being developed by Windflow East, a Serbian subsidiary of Turkish renewable energy company Fortis Energy. The project has an approved grid connection capacity of 194.4 MW. According to the developer, the wind farm is expected to generate more than 520 GWh of electricity annually.
The developer targets ready-to-build status in the first quarter of 2027. Commercial operation is planned for the fourth quarter of 2029. Current plans call for installation of up to 34 wind turbines.
Turbine layout across Žagubica and Petrovac na Mlavi
Under current arrangements, seven turbines are planned within the municipality of Žagubica. The remaining units are planned for the neighbouring municipality of Petrovac na Mlavi. Final turbine numbers, exact locations and capacities will be set during the detailed design phase.
The detailed design stage will follow selection of equipment suppliers and coordination with the transmission system operator. This phase will determine how the project’s configuration aligns with planning requirements and grid integration needs.
Site selection and infrastructure included in investment
The selected project site is described as hilly terrain chosen after assessments of wind potential, terrain conditions and environmental limitations. The planning documentation includes measures intended to protect natural habitats, biodiversity and cultural heritage in the project area. These measures are part of the DRP and Strategic Environmental Assessment package under consultation.
The investment also includes supporting infrastructure for construction and operation. This comprises access roads, internal transport routes, medium-voltage underground cables and fibre-optic communication systems. Fortis Energy stated it plans to manage construction using its own engineering resources and equipment while involving local contractors and suppliers during implementation.
