Eurowind secures permits for 49.6 MW Siminoc hybrid wind-solar in Constanța County

Eurowind Energy Romania has secured construction permits for the Siminoc renewable energy project in Constanța County, marking a key milestone in the company’s expansion strategy. The development is described as the first hybrid wind and solar facility for the group in Romania. The project is expected to require an investment of approximately EUR 65 million.

Siminoc project scope and planned generation mix

The Siminoc development is set up to combine wind and solar generation at a single site. The planned installed capacities are nearly equal between the two technologies, with total capacity of 49.6 MW. This includes 24.8 MW from wind turbines and 24.8 MW from photovoltaic panels.

When operational, the facility is expected to generate around 120 GWh of electricity annually. The output is stated to be sufficient to supply more than 50,000 households. The project’s design is intended to create a balanced hybrid energy system.

CfD support and timeline for construction and operations

The project has secured support through Romania’s Contracts for Difference (CfD) scheme, which is designed to provide long-term price certainty and reduce investment risk for renewable developers. With permitting completed, Eurowind Energy Romania plans to move the project into the construction phase. Work is scheduled to begin in 2027.

Commercial operations are expected to start in 2028. Final choices on turbine models, solar technology, and potential battery storage integration will be made during procurement.

Hybrid approach and wider storage assessment

The company positions hybrid projects as a way to improve grid flexibility by combining different renewable generation profiles. Alongside the Siminoc project, Eurowind is assessing additional energy storage options across its wider portfolio. The aim cited is to better align production with demand and support renewable integration into the power system.

The Siminoc initiative forms part of Eurowind Energy Romania’s broader development strategy targeting 1 GW of renewable capacity in Romania by 2030. Investments are estimated at around EUR 1 billion over the next four years.
