The Energy Community has commenced a public consultation aimed at identifying strategic energy infrastructure projects for inclusion in the forthcoming list of Projects of Energy Community Interest (PECI). This initiative aligns with the revised EU TEN-E Regulation, which mandates updates to the PECI list every two years, with the next iteration set for adoption in December 2026.
A total of 27 proposals were submitted, out of which eight electricity-related projects have advanced past the initial screening phase and are now open to public feedback. Stakeholders can submit their comments from March 16 to April 17, a crucial step in shaping the future of energy infrastructure in the region.
Many of the shortlisted projects focus on enhancing cross-border transmission capabilities within southeastern Europe. Notably, a proposed 400 kV interconnection between Gacko in Bosnia and Herzegovina and Brezna in Montenegro aims to alleviate congestion and bolster network capacity while facilitating the integration of renewable energy sources. Additionally, the completion of the Trans-Balkan electricity corridor is planned, featuring a double 400 kV transmission line that connects Pljevlja, Bajina Bašta, and Višegrad. This corridor is expected to strengthen ties between Montenegro, Serbia, and Bosnia and Herzegovina and enhance electricity trading opportunities with Italy.
Other significant initiatives include a new high-voltage connection between Brezna and Sarajevo alongside upgrades to the existing 220 kV network linking Trebinje, Perućica, Podgorica, and Vau Dejes. These enhancements are projected to improve transmission efficiency, minimize losses, and allow for a greater share of renewable energy within the grid.
Further developments are anticipated with a proposed 400 kV corridor between Kosovo and North Macedonia aimed at enhancing regional connectivity and promoting increased electricity exchanges across the Western Balkans. Concurrently, Albania and Kosovo are set to expand their shared transmission infrastructure through new substations and an upgraded interconnection between Fier and Prizren, which will support over 1 GW of planned wind capacity.
An additional noteworthy project is a large-scale energy storage initiative in Albania. The expansion of the Moglice hydropower system includes plans for a pump-storage facility capable of providing up to 1,620 MW of installed capacity along with approximately 30 GWh of storage capacity—critical for balancing intermittent renewable generation.
Lastly, there is a proposal aimed at improving interconnection between Moldova and Ukraine through a new 330 kV transmission line connecting Balti with the Dnestrovsk hydropower plant. This project seeks to enhance cross-border capacity while bolstering security of supply and facilitating regional electricity market development.
In summary, these proposed projects underscore ongoing efforts to modernize energy infrastructure across southeastern and eastern Europe while accelerating renewable energy integration and fostering cooperative relationships among interconnected electricity systems.
