Montenegro Initiates Major Reconstruction of Bar Oil Storage Facility

Montenegro has embarked on a significant reconstruction project for its oil storage infrastructure located at the port of Bar, driven by the need to enhance energy security and bolster emergency fuel reserves. This upgrade is crucial for the country to fulfill its obligations regarding mandatory oil stocks, especially in light of growing energy demands and geopolitical uncertainties.

The initiative, confirmed by Energy Minister Admir Šahmanović, is supported financially by the European Commission, which has allocated €2.2 million as part of a larger €7.5 million package aimed at both infrastructure upgrades and the initial filling of reserves. This funding underscores the importance of energy security within the broader context of European energy policy.

The reconstruction process is projected to span approximately six months, during which the storage capacity at Bar will be expanded by around 17,600 cubic meters. Upon completion, this facility will significantly improve Montenegro’s compliance with EU requirements, ensuring that the nation maintains reserves sufficient for about three months of consumption, thus providing a buffer against potential supply disruptions.

A regional consortium comprising companies from Montenegro and Croatia has been awarded the contract for this project, having successfully bid €1.74 million after two previous procurement attempts failed. This collaboration reflects a growing trend toward regional cooperation in energy infrastructure development amidst increasing energy challenges.

<pHowever, delays in upgrading the Bar facility have already impacted Montenegro’s strategies for procuring fuel for its strategic reserves. Recently, authorities were compelled to cancel a diesel purchase tender valued at €11 million, citing necessary adjustments due to escalating global oil prices influenced by ongoing tensions in the Middle East. Such developments highlight the interconnectedness of local energy policies with global market dynamics.

The delay in procurement activities has extended the timeline for establishing Montenegro’s strategic oil reserves, making the timely completion of the Bar upgrade integral to ensuring stable fuel supplies. This project not only aims to meet national energy needs but also aligns with broader European standards for energy security, reinforcing Montenegro’s commitment to enhancing its resilience in an increasingly volatile market environment.
