A formal complaint has stopped the latest procurement for the 60-MW Hrgud wind farm in Bosnia and Herzegovina, extending delays for one of Republika Srpska’s longest-running renewable-energy projects. The procurement cannot proceed on its original timetable until the objection is resolved.
ERS launches €95 million tender near Berkovici
State-owned utility ERS launched a €95 million tender in late August for the project near Berkovici. The tender was issued almost 11 years after ERS obtained the concession for Hrgud. The planned wind farm is expected to generate about 160 GWh annually.
EPC+F procurement requirements for bidders
The procurement is structured under an EPC+F model. The selected contractor is required to provide engineering, equipment, construction and financing. Bidders must also show experience delivering at least one wind farm of 30 MW or more, valued at at least €25 million excluding VAT, during the previous five years.
Bidders are further required to demonstrate experience with substations and transmission lines as part of the qualification process.
Complaint filed 12 days after tender launch
ERS received a formal complaint about the procedure only 12 days after launching the tender. The utility confirmed that the appeal process had begun following receipt of the objection. As a result, the procurement remains paused pending resolution.
The setback arrives as ERS had taken one of its most concrete steps toward moving Hrgud from prolonged development into construction.
