Germany-backed €114mn package supports Albania electricity grid, hydropower upgrades

Albania has secured €114mn of German financing for energy infrastructure and efficiency investments aimed at strengthening the reliability of the electricity system and modernising strategically important public assets. The agreements were arranged through the German development bank KfW. The package combines €90mn in loans with €24mn in grants.

The blended structure is designed to reduce Albania’s direct financing burden while directing funds to projects that are less likely to be delivered through purely commercial funding. Energy Minister Enea Karakaci presented the agreements as a continuation of Albania’s long-standing energy partnership with Germany. The financing covers three priorities that are often funded separately within the power sector.

Transmission network reinforcement for renewables and cross-border trading

The largest system-level component focuses on improvements to Albania’s electricity transmission network. Grid reinforcement is described as increasingly important as the country seeks to integrate new renewable generation. It is also linked to improving cross-border trading and reducing operational risks tied to heavy dependence on hydropower.

Vau i Dejës hydropower plant modernisation

A second part of the package supports modernisation of the Vau i Dejës hydropower plant, identified as one of Albania’s principal generating assets. Rehabilitation is expected to improve availability and operating efficiency. It is also intended to enhance the plant’s ability to provide balancing services during periods of volatile renewable production.

The investment focus is tied to dry-year conditions, when Albania’s hydrological exposure can lead to higher electricity imports. Such circumstances are highlighted as a factor increasing the relevance of balancing capacity from hydropower assets.

Energy-efficiency upgrades at Tirana student residences

The third component covers energy-efficiency improvements at student residences on the university campus in Tirana. Although smaller than the grid and hydropower elements, the programme introduces a demand-side measure. It targets lower heating and electricity consumption in public buildings.

The €24mn grant contribution represents roughly 21% of the total package. The grant element is intended to improve affordability of the programme.
