Preparations for a household solar incentive in FBiH
Authorities in the Federation of Bosnia and Herzegovina (FBiH) are preparing a new incentive programme aimed at helping households install rooftop solar systems and take part in the energy transition as prosumers. The preparations include coordination among key energy institutions ahead of a public call for applications. Representatives met this week to agree on the next steps before the call is issued.
The meeting included officials from the Renewable Energy and Efficient Cogeneration Operator (OIEiEK), the Energy Regulatory Commission of the Federation of BiH (FERK), and the Federal Ministry of Energy, Mining and Industry. It also involved the two power utilities EPBiH and EP HZHB. The agenda focused on operational readiness for the programme’s launch.
Network connection approvals and processing of applications
Utility representatives reported progress in handling requests from future prosumers. EPBiH stated that procedures for issuing network connection approvals are already underway. EP HZHB said it is currently processing dozens of submitted applications .
Officials from OIEiEK management said recent work has concentrated on removing barriers that previously slowed renewable energy project development. They added that after measures to improve conditions for investors, attention is now shifting toward enabling households to participate more actively in the energy market.
Subsidy structure, public information events, and timeline
The planned subsidy scheme is expected to become the first structured mechanism in FBiH that redirects part of funds collected through renewable energy support charges back to citizens. The assistance is intended to encourage installation of small-scale solar power plants for self-consumption . Officials said households would receive financial support specifically for solar systems used primarily for their own consumption.
Authorities also reported strong public interest in the initiative. To support implementation, a series of public information events will be organised in the coming months, covering eligibility requirements, application procedures, and required documentation. Preparatory work continues, with the public call for applications expected within 90 days.
