Eurowind technical approvals for ~2.3 GW Romanian renewables as grid access tightens

Eurowind Energy has secured technical grid approvals for approximately 2.3 GW of renewable projects in Romania, with the approvals tied to tightening connection capacity as the pipeline expands beyond 2030. The approvals cover seven projects with combined planned capacity of around 2.307 GW.

Project portfolio and expected grid connection timing

The portfolio includes approximately 1,188 MW of wind capacity in Botoșani and another 900 MW at Albești in Constanța. It also comprises smaller wind projects plus a 49 MW solar-plus-storage development. The projects are expected to connect after 2030.

The timing is described as significant in the context of Romania’s expanding renewable pipeline and the availability of network capacity. Romania already has one of the largest renewable development pipelines in southeast Europe, but network availability is emerging as a main constraint on new capacity.

Grid positions and implications for financing and M&A

Eurowind reports a Romanian pipeline of around 7.5 GW. Developers are increasingly securing grid positions several years before expected construction, reflecting the growing premium attached to future transmission access.

A technical connection approval does not remove permitting, financing or execution risk, but it can materially increase project value by establishing a route towards the transmission system. Grid access is increasingly becoming one of the most important differentiators in renewable project M&A, particularly where resources are strong but connection prospects remain uncertain.

Projects with strong wind or solar resources but uncertain connection prospects can struggle to attract financing, while sites with secured transmission positions may command premiums even if construction remains several years away. The scale of Eurowind’s portfolio is also expected to require substantial network reinforcement.

Regional concentration and transmission reinforcement needs

The proposed 1.188 GW Botoșani wind cluster would represent a major addition to Romania’s generation system. The 900 MW Albești project would add further capacity in Constanța, a key renewable region close to Cernavodă nuclear generation and potential future offshore wind development.

This concentration of generation is expected to increase the need for stronger internal transmission links, storage and other flexible assets. It may also increase pressure on regulators to ensure that grid positions are held by projects with credible construction prospects rather than speculative developments.

Connection queues and post-2030 constraints

Connection queues are becoming a growing problem across Europe as renewable pipelines expand faster than networks. Romania is likely to face similar issues increasingly after 2030, as developers continue to secure positions ahead of construction timelines.

The market shift is described as moving away from competition solely for sites, with grid capacity itself becoming a scarce development asset. Eurowind’s approvals are presented as underlining that trend, indicating that developers increasingly see future transmission access as something that needs to be secured years before capital is committed to construction.
