Bosnia and Herzegovina’s state-owned EPBiH has opened a new tender for the preparation of the main design of the 16 MW Janjići hydropower plant on the Bosna River. The procurement follows a legal setback related to the project’s environmental permitting.
The contract is estimated at around €800,000, with the lowest offered price set as the main selection criterion. Bids must be submitted by 16 October.
Environmental permit annulment and legal findings
The project remains subject to environmental and legal complexity. In April 2025, the Cantonal Court in Sarajevo annulled a decision by the Federal Ministry of Environment and Tourism that had rejected an application to renew the project’s environmental permit.
The court determined that the ministry misapplied the law, breached procedures, and failed to respect obligations under the Aarhus Convention. The ruling overturned the ministry’s 2021 decision concerning the proposed 16 MW facility.
New tender timeline for main design preparation
The new design procurement advances the technical process, while permitting continues to represent an execution risk. The tender was launched on 2 September 2025.
