Romania’s OMV Petrom has advanced construction of a €560 million sustainable-fuels complex at its Petrobrazi refinery, with commissioning targeted for 2028. Construction of the facility began in 2025. Major reactors and processing columns have been installed as part of the buildout. Some equipment has reached heights of up to 60 metres.
Foundation work for the project used about 20,000 cubic metres of concrete. The next phase will focus on completing equipment installation. OMV Petrom plans to connect the new units with the existing refinery and carry out testing and verification before commercial production.
Sustainable aviation fuel and renewable diesel output
The plant is designed to produce approximately 250,000 tonnes of sustainable aviation fuel and renewable diesel annually. Expected feedstocks include vegetable fats and used cooking oil. The development is structured to support production of lower-carbon liquid fuels using these inputs.
Green hydrogen integration and electrolyser capacity
The sustainable-fuels project is integrated with a separate €190 million green-hydrogen programme. Two electrolysers are planned with combined capacity of 55 MW. The hydrogen is intended for use in the production of lower-carbon liquid fuels.
Market positioning and dependencies for returns
The combined investments are intended to reposition Petrobrazi for markets where liquid fuels will remain difficult to replace, particularly aviation and heavy transport. The project also provides OMV Petrom an early position in southeastern Europe’s sustainable-fuels market. Returns are expected to depend on access to affordable feedstock and green electricity. They will also rely on whether premium airlines and fuel suppliers are willing or required to pay for lower-emission products.
