Hungary’s Paks II Nuclear Project Officially Begins Construction

The Paks II nuclear power project in Hungary has transitioned from planning to active construction following the recent pouring of its first concrete. This development marks a significant milestone, qualifying the project as an official nuclear build under the standards established by the International Atomic Energy Agency (IAEA). The commencement of construction reflects Hungary’s commitment to enhancing its nuclear capacity amid growing electricity demands and a renewed focus on stable energy generation.

At the ceremonial event, Foreign Minister Péter Szijjártó emphasized the strategic importance of nuclear energy for Hungary, particularly as European countries grapple with political challenges surrounding nuclear power. He highlighted that increasing electricity demand necessitates reliable and weather-independent energy sources, positioning nuclear energy as essential for maintaining competitiveness and industrial stability within the region.

The Paks II project is being developed in collaboration with Russia’s Rosatom, which views this construction phase as a testament to the strengthening ties between Hungary and Russia. Once operational, Paks II will feature modern VVER-1200 Generation III+ reactors, marking it as the first of its kind within the European Union. The initial concrete pour establishes a foundation for the future control building of Unit 5, with subsequent phases involving reactor structure construction, double containment systems installation, and advanced safety features like a core catcher designed for severe accident management.

From a governmental perspective, Paks II is not merely about generating new electricity capacity; it is also seen as a mechanism to mitigate vulnerabilities associated with volatile energy markets. Hungarian officials assert that these reactors will help stabilize household energy prices while enhancing overall supply security. Furthermore, expanding nuclear capabilities is viewed as a strategic approach to keep long-term energy costs under control.

Construction activities are anticipated to accelerate following the issuance of final foundation permits by the Hungarian Atomic Energy Authority in November 2025. Authorities regard the commissioning of Paks II as a crucial step towards achieving greater energy self-sufficiency for Hungary, reinforcing its position in the regional energy landscape.
