The state-owned utility, EPBiH, is making significant strides in enhancing its renewable energy portfolio through newly formalized concession agreements with the Central Bosnia Canton. These agreements, signed by EPBiH CEO Sanel Buljubašić and Economy Minister Seđad Milanović, reflect a commitment to foster institutional collaboration within the energy sector.
The newly established agreements pertain to the development, construction, operation, and maintenance of the upcoming Vlašić wind farm, along with amendments to existing contracts for the Gračanica 1 and Gračanica 2 solar projects located in Bugojno. This framework aims to enhance coordination between the cantonal authorities and EPBiH, focusing on initiatives deemed strategically significant for the region.
This collaboration is designed to bolster electricity infrastructure, improve security of supply, and stimulate both industrial and economic activities. By aligning local governmental efforts with those of the national energy company, these projects are anticipated to lay a groundwork for future investments and sustainable development.
The anticipated Vlašić wind farm will be situated on a high-altitude plateau at approximately 1,850 meters above sea level, which is about 1,000 meters higher than the nearby Podveležje plateau. This elevation underscores its potential for harnessing wind energy effectively. The project plans to install up to nine wind turbines, collectively generating between 112 to 116 GWh annually, with a total capacity of 50 MW.
The overall investment for this wind initiative is projected at around €90 million. In December 2025, the Council of Ministers of Bosnia and Herzegovina approved draft loan and grant agreements with Germany’s development bank KfW to support this venture. The financial package allocated for this project totals approximately €38.4 million.
Progress in solar energy development has also been notable. With endorsement from the European Bank for Reconstruction and Development (EBRD), EPBiH initiated the final procurement phase for the photovoltaic plants of Gračanica 1 and Gračanica 2 in December 2025. A right-to-build contract has been secured for facilities that will collectively have a capacity of 45 MW. Concurrently, efforts are ongoing regarding grid connection arrangements, land expropriation processes, and modifications to land-use designations.
