Romanian electricity distributor and supplier Electrica has signed an engineering, procurement and construction (EPC) contract for the Bihor 1 renewable energy project. The development combines a large-scale solar power plant with battery energy storage. The agreement advances work on the facility’s main infrastructure and associated components.
EPC award via tender run by Electrica unit
The EPC contract was awarded following a competitive tender process conducted by Foton Power Energy, a wholly owned subsidiary of Electrica. The selected contractor has not been publicly disclosed. The contract scope includes delivery of the project’s main infrastructure and related facilities. The parties’ arrangements also cover the project’s subsequent operational support period.
Project footprint, capacities and grid connection works
The Bihor 1 site is planned for the municipalities of Cefa and Madaras in Bihor County. The solar component is set at an installed capacity of 78.8 MW. Battery energy storage will have a capacity of 18 MWh. As part of the works, the contractor will build a dedicated 110 kV substation to connect the plant to Romania’s national electricity grid.
EPC value and three-year operations and maintenance
The EPC contract is valued at approximately 36.6 million euros, excluding VAT. In addition to construction, the agreement includes operation and maintenance services for a period of three years after commissioning. The services are intended to support performance during the initial operating phase.
Status update and planned green bond financing
Bihor 1 entered Electrica’s renewable energy portfolio in September 2024. At that time, the utility acquired Foton Power Energy, the company responsible for developing the project. Electrica expects the investment to be financed primarily through funds raised from its green bond issuance completed in 2025.
