Vetrozelena 300 MW wind project: technical inspection tender for commissioning phase

Technical-assurance tender for Vetrozelena infrastructure

Construction of the 300 MW Vetrozelena wind farm near Pancevo is entering a technical-assurance phase, as the project company seeks a licensed contractor to inspect infrastructure required before trial and commercial operation. The tender covers the inspection process needed ahead of commissioning milestones. The project company has opened the tender for this technical inspection, with bids due by 31 August.

The selected contractor will review completed elements of the overall complex and provide documentation as different sections move toward trial operation and eventual licensing. The inspection scope is designed to support compliance and documentation requirements across the project’s progression toward permits. The work is structured to produce both preliminary and final reporting outputs for individual parts of the development.

Scope includes substation, transmission line and Cibuk 1 switchyard

The inspection covers 12 facilities and functional units, extending beyond turbine installation. This includes the project’s 35/400 kV substation, a 7.5-kilometre 400 kV transmission line, and the second phase of the Cibuk 1 switchyard. The contractor’s assessment is intended to cover completed infrastructure elements that are relevant to trial readiness.

Licensed specialists will examine construction works, design documentation and equipment certificates as part of the verification process. Their checks focus on whether completed infrastructure aligns with permits, approved designs and Serbian technical regulations. Any deficiencies identified during review must be recorded and addressed as part of the inspection outcomes.

Staged reporting and documentation for operating permit

Inspection activities are planned in stages, with separate preliminary and final reports prepared for individual parts of the project. In addition to staged reporting, the contractor is expected to deliver assessments required for trial operation. Supporting documentation for an eventual operating permit will also be assembled as part of the contractor’s deliverables.

The grid connection package is being delivered by Elnos Srbija, covering four 90 MVA transformers. It also includes a six-bay 400 kV switchyard, along with the transmission line and associated distribution and telecommunications works. These elements form part of the infrastructure that connects the wind farm into Serbia’s high-voltage network.

Construction timeline after notice to proceed

Sinohydro Corporation, part of PowerChina Construction Group, is participating in the broader construction programme. The main construction timetable began after EPC contractors received their notice to proceed on 15 May. Works are expected to require approximately two years from that start point.

The wind farm comprises 48 turbines rated at 6.25 MW each. The completed project has been designed for an operating life of roughly 30 years. The current tender reflects progress from physical construction toward compliance, testing and permitting steps needed before capacity can begin commercial operation.
