Romania is consulting on rules that would let grid operators connect generators, storage operators and consumers before firm capacity is available. The proposal sets out how non-firm access would be managed and disclosed, while leaving its final terms and implementation to be decided.

Romania is considering a voluntary common buyer for electricity used or lost across transmission and distribution networks, with procurement for up to 70% of participating operators’ needs. The proposal could allow eligible costs to be recovered through regulated network charges under rules set by ANRE.
