Renewable energy developer Rezolv Energy, backed by UK-based investment group Actis, is seeking financing from the European Bank for Reconstruction and Development (EBRD) for an onshore wind project in southeastern Romania. The initiative is at an early assessment stage at the EBRD, where a financing decision is expected by 22 July. The potential loan value has not been disclosed.
The proposed development would be located in Constanța County, near the municipality of Deleni. The project is expected to reach an installed capacity of up to 315 MW.
Project structure and intended use of EBRD funds
If approved, the financing would be routed through Midmar Callatis, a Romanian project company fully owned by Rezolv Energy. The financing package is intended to support construction, future operation, and overall implementation of the greenfield wind project.
Project documentation describes a wind farm comprising 49 turbines. Each turbine is expected to have a capacity of approximately 6.4 MW. Most of the site area is located on agricultural land.
Permitting timeline and Natura 2000 assessment outcomes
Environmental permitting and regulatory procedures have been ongoing for an extended period, spanning from 2011 to 2025. The process includes environmental impact assessments and evaluations related to Natura 2000 protected areas.
Authorities concluded that the project is not expected to cause significant environmental damage. This outcome led to a favorable decision from the Constanța County environmental protection agency.

The wind project is part of Rezolv Energy’s broader renewable development activity with the EBRD. Earlier this year, the company submitted a financing request for a solar power project in Arad County.
The solar initiative is planned to reach an installed capacity of nearly 1.24 GW. This would expand Rezolv Energy’s renewable energy portfolio in Romania.
