Montenegro has accumulated a large pipeline of proposed solar and wind projects, but August reinforced that the decisive development constraint is shifting toward the transmission system.
CGES and Nu Energy signed the grid-connection agreement for the Velestovo project, one of the country’s more advanced hybrid renewable developments.
The project is planned with up to 60 MWp of solar capacity combined with a 50 MW/100 MWh battery energy storage system, with investment estimated at around €50 million.
The key milestone was not the headline generation capacity.
It was formal progress toward grid access.
In an increasingly crowded project pipeline, a defined transmission connection materially changes development quality.
Wind is facing a similar filter.
The proposed Brajići wind project, with planned capacity of approximately 100.8 MW, was required to undergo a full environmental impact assessment.
That moves the project into a deeper permitting phase but does not constitute environmental approval.
The transmission network itself is receiving additional capital.
CGES completed replacement of a 150 MVA transformer at Podgorica 1 within a wider programme valued at around €4.4 million.
A €25 million AFD loan, alongside a planned approximately €8.5 million WBIF grant, is supporting strategic network upgrades including infrastructure around Perućica and Pljevlja 2.
The timing is important because Montenegro’s prospective renewable capacity is large relative to domestic demand.
A significant part of the investment case therefore depends on access to regional markets and the Italy interconnector.
That makes curtailment and export capability central financing variables.
Banks evaluating Montenegrin renewable projects will increasingly need detailed evidence on connection status, expected network reinforcement and potential constraints.
Land rights and resource studies remain necessary.
They are no longer sufficient to establish bankability.
Montenegro’s next renewable winners are likely to be determined by which projects secure credible grid access before the development queue becomes more congested.
