Croatia: HEP’s cogeneration project gets green light

HEP’s cogeneration project in Osijek received a green light from the Ministry of Economy and Sustainable Development.

Namely, the Ministry accepted the preliminary environmental impact assessment study for the project. HEP is planning to build a new cogeneration plant within its existing combined cycle power plant in Osijek, which was built between 1976 and 1985.

The new combined cycle plant will have 85 MW electricity output and 60 MW thermal output, with the total net efficiency of more than 88 %. The combined unit will consist of one gas turbine with the nominal power output of 60 MW and one steam turbine with power output of 25 MW. The expected operational life of the plant is 25 years.

HEP has not yet reached final investment decision on the construction of a new CHP plant in Osijek, although the project is in preparation for year. The plant was scaled down in the process, with the initial 500 MW electricity and 160 MW thermal output.

In October 2014, HEP published the international tender for CHPP Osijek as well as for the long-term maintenance of the future plant. Reportedly, two consortia have submitted a binding offers on the tender, namely Alstom and Siemens. However, HEP cancelled the tender in 2016 because neither of the two offers fulfilled the tender requirements and both offers were against the provisions of the tender documentation.
