The government of the Republic of Srpska has taken a significant step towards advancing the construction of the Leotar wind farm near Trebinje, partnering with Singapore-based Zodic Energy. This project represents an investment of approximately €750 million and is poised to become one of the key renewable energy initiatives in the region.
The concession for this wind farm will be awarded through a negotiated procedure, requiring Zodic Energy to pay an upfront fee estimated at €4 million. Additionally, the agreement includes ongoing payments based on electricity production, set at €0.0028 per kWh, which will provide a steady revenue stream linked to operational performance.
With an expected installed capacity of 537.5 MW, the Leotar wind farm aims to generate around 1,279 GWh annually. However, its final approval hinges on compliance with regulations concerning the preservation of cultural, historical, and natural heritage, as determined by relevant authorities.
The Ministry of Energy and Mining is anticipated to submit a report to the government within 60 days after negotiations conclude, detailing the outcomes and next steps necessary for project advancement.
Zodic Energy’s involvement follows the exit of its predecessor investor, China’s Zhongbo Group, which withdrew from the project in September 2025. Established in March last year, Zodic Energy has taken over a locally registered entity previously set up by Zhongbo Group, marking a shift in strategy for this long-anticipated renewable energy initiative.
This transition in investment underscores a pivotal moment for the Leotar wind farm, which has experienced various structural changes since its inception. The current arrangement aims to facilitate its realization amidst increasing demand for renewable energy solutions in Southeast Europe.
