Romania’s energy transition in the Oltenia region has entered a new phase, with construction underway on a portfolio of utility-scale solar projects totaling roughly 550 MW. The developments are being carried out jointly by OMV Petrom and the state-owned electricity producer Energy Complex (EC) Oltenia.
The projects span four locations historically linked to coal-based electricity generation, including Isalnita, Tismana, and Rovinari. Together, they represent an investment exceeding 400 million euros, marking one of the largest solar build-outs currently underway in Romania.
Funding for the initiative relies heavily on European support mechanisms, with around 70% of the total investment expected from the EU’s Modernization Fund. An initial disbursement of approximately 16 million euros was released earlier this month to support the first phase of construction.
All four solar plants are scheduled to enter commercial operation in 2026. Once connected to the grid, the facilities are projected to generate enough renewable electricity to supply about 410,000 households, significantly reducing emissions in a region historically dependent on lignite-fired power.
The partnership between OMV Petrom and EC Oltenia is structured on an equal footing, with each company holding a 50% stake in the solar assets. The projects are also part of a broader effort to repurpose former coal sites and related infrastructure for clean energy production.
Company representatives describe the developments as a strategic step toward decarbonizing Romania’s electricity sector while supporting EU climate targets. By replacing coal generation with renewables, the initiative aims to transform Oltenia into a new hub for green energy investment and production.
