Greece LNG and power projects expand with new gas, grid and renewables deals

Greece is positioning its energy system as a regional hub for electricity and LNG, with an energy strategy that links LNG infrastructure, cross-border pipelines, electricity interconnections and a rapidly expanding renewables portfolio. The approach is tied to investment plans that connect domestic assets to routes serving Southeast Europe and Central and Eastern Europe.

Long-term US LNG volumes and Alexandroupolis regasification stake

Venture Global and Atlantic-SEE LNG, a joint venture between AKTOR Group and DEPA Commercial, have increased their long-term US LNG agreement from 0.5 million tonnes annually to 1 million tonnes annually. Deliveries are scheduled for 20 years starting in 2030. Venture Global also holds approximately 25% of the regasification capacity at the Alexandroupolis terminal.

The commercial structure is linked to the Vertical Gas Corridor concept, which would move gas through Bulgaria and Romania toward Central and Eastern Europe. Serbia and North Macedonia are identified as potential additional branches for the corridor.

Second floating LNG terminal under consideration

AKTOR is considering a second Greek floating LNG terminal alongside its participation in Atlantic-SEE LNG. The investment requirement for the proposed terminal is expected to be at least €400 million. Its business plan allocates around €190 million to the proposed venture.

The plan indicates a need for a strategic co-investor and long-term capacity commitments to support the project structure.

Cross-border electricity interconnection projects drive IPTO capital plans

Electricity infrastructure planning follows a similar regional model focused on cross-border connectivity. IPTO is pursuing a capital increase connected to projects including the Dodecanese and North Aegean island interconnections. The company is also linked to the proposed second Greece–Italy link, GRITA 2.

IPTO’s investment case increasingly relies on regulated returns from complex cross-border assets rather than the domestic grid alone.

Solar and wind build-out accelerates across Greece

Generation capacity additions are scaling quickly through multiple renewable developments. The RWE–PPC joint venture Meton Energy has commissioned nine solar projects totaling 930 MWp at the former Amyntaio lignite mine. Another 567 MWp solar project is under construction in Central Macedonia with completion targeted for 2027.

PPC Renewables is taking full control of a 1,175 MW solar portfolio. It is also acquiring 107.1 MW of operating wind farms from Motor Oil’s renewable arm.

Renewable support rules adjusted for zero wholesale price periods

The government is changing support rules so renewable generators do not automatically lose operating support when wholesale prices reach zero. This adjustment reduces near-term merchant exposure associated with those price conditions. The change does not remove issues related to falling capture prices.

Storage, interconnection capacity and flexible demand are identified as factors that will determine whether Greece’s expanding portfolio results in tradable regional value or recurring periods of subsidised surplus production.
