ERS has awarded a €32 million (excluding VAT) contract for the construction of the Trebinje 3 solar power plant in Bosnia and Herzegovina. The project is being delivered under an EPC+F model. The contract was granted to a consortium led by Chinese companies.
The selected group includes China Shandong International Economic & Technical Cooperation Group, Cewud Energy Construction Investment (Hubei), and Shandong Road & Bridge Construction Group. The consortium is tasked with engineering, procurement and construction, as well as arranging project financing.
Tender process and bid evaluation
The tender was launched at the end of February and drew two bids. A proposal submitted by China Gezhouba Group was rejected following an evaluation by the committee. The assessment cited unmet technical and financial requirements.
Additional concerns were identified in the banking documentation provided with the competing bid. The issues included elements related to loan insurance arrangements.
Delivery timeline, warranty, and site details
Under the signed agreement, the consortium must complete the Trebinje 3 project within 18 months. After completion, a five-year warranty period applies. The warranty covers construction quality and the performance of installed equipment.
The solar plant will be built on the Zubci plateau near Trebinje. The development area is approximately 43 hectares. It is described as another step in the region’s gradual expansion of utility-scale solar capacity.
