Government of Serbia adopted Biomass Action Plan (BAP) in July 2010 (OJ 56/2010). The aim of the Biomass Action Plan (BAP) is to define a strategy for biomass utilization as RES, within the framework of actual potentials, current national strategies, as well as national and European directives.
The BAP for Serbia was drafted in accordance with the Energy Community Treaty, EU recommendation (COM/2005/628) and in the spirit of Directive 2009/28/EC.
At the same time, one of the most important tasks of the BAP is to identify the problems/bottlenecks in the process of biomass utilization as well as the actions required to overcome them.
The BAP is focused on short term activities (through the end of 2012), but some recommendations for long term actions are also laid out.
Biomass Action Plan (BAP) is drafted within the Serbian-Dutch Government-to-Government Project on Biomass and Biofuels.

Biomass consist of biodegradable fraction of products, waste and residues from biological origin from agriculture (incl. vegetal and animal substances), forestry and related industries, as well as biodegradable fraction of industrial and municipal waste that could be used for production of energy.

The overall biomass energy potential in the Republic of Serbia is estimated at 2.7 million toe.
