Region: Romania and Moldova sign MoU to enhance energy cooperation and innovation

On October 24, in Chisinau, Romanian Energy Minister Sebastian Burduja and his Moldovan counterpart Victor Parlicov signed a Memorandum of Understanding (MoU) aimed at fostering cooperation on joint projects and developing partnerships to promote innovation in the energy sector. Burduja emphasized that this agreement continues Romania’s commitment to supporting Moldova’s energy security and its integration into the European energy market.

Romania has been actively assisting Moldova through strategic projects, including the Iasi-Ungheni-Chisinau gas pipeline and the Suceava-Balti Overhead Line. Additionally, Romania has provided energy supplies to Moldova during critical periods in recent years. The new MoU also opens opportunities for Romanian start-ups to access Moldova’s testing ecosystem, which features a sandbox legislative framework that encourages the application of innovative solutions in a controlled setting.

The MoU outlines several key objectives:

  • Identify national and regional industry needs related to green technology and innovation.
  • Develop pilot programs and projects that focus on energy innovation and green technology.
  • Analyze investment options for significant technological solutions that can advance the clean technology sector regionally.
  • Create strategies based on best practices from Romania and the EU that have successfully financed green energy investments.

The collaboration will prioritize projects and initiatives in various areas, including digital and smart solutions for clean technology, advanced renewable energy, green hydrogen ecosystems, next-generation carbon management technologies, energy storage, eco-friendly urban infrastructure, energy efficiency, and advanced biofuels.

This latest memorandum builds on two previous agreements signed between the two countries—one on energy security in February 2022 and another in December 2023 focused on interconnecting natural gas and electricity networks. Both prior agreements were also signed in Chisinau, underscoring the ongoing commitment to strengthen energy ties between Romania and Moldova.
