Bosnia and Herzegovina: Republic of Srpska prepares concession for Trebinje wind farm project with Chinese company

The Government of the Republic of Srpska is preparing to award a concession for the construction and operation of Trebinje wind farm to the Chinese company China Power PTE through direct negotiations, bypassing the usual public bidding process. The investment, estimated at more than 750 million euros, represents one of the largest renewable energy projects in the region.

Designed with an installed capacity of 537.5 MW, the wind farm is projected to generate approximately 1,270 GWh of electricity annually. This output is equivalent to around 10 percent of Bosnia and Herzegovina’s total electricity consumption. The concession is intended to span a 30-year period.

According to the current framework, the Chinese investor would make a one-time concession payment of some 4 million euros to the public budget, along with an ongoing fee of 0.00028 euros per kWh of electricity produced. The Ministry of Energy and Mining is in charge of executing the negotiation process. It has 60 days to report back to the Government with recommendations on the concession award and a proposed contract.

This development follows an agreement signed in August of the previous year between the Minister of Energy Petar Djokic and representatives of Zhongbo Group and China Power, aimed at strategic collaboration in the renewable energy sector. At the time, the Government stated that Chinese companies expressed strong interest in exploring wind and solar power opportunities within the RS, with the construction of a wind farm highlighted as the first major initiative under the partnership.

On the Government’s side, the agreement included a commitment to support the realization of the proposed projects. Zhongbo Group, with decades of experience in renewable energy, established China Power specifically to manage overseas ventures. Together, they have delivered turnkey solar projects totaling around 10 GW, valued at approximately 3.3 billion euros.

Meanwhile, the Trebinje city council has recently approved the initiation of a zoning plan for the wind farm, a key preliminary step toward implementation. The Chinese company has already completed preliminary surveys and preparation on site, and has secured provisional approval from electricity transmission operator Elektroprenos BiH.
