Bulgaria: Burgas refinery could be closed

Lukoil Neftochim Burgas issued a announcement related to an agreement on revoking the derogation granted by the EU Council for the import and processing of Russian oil and oil products by the Burgas refinery.

The company said that the first stage of the agreement, discontinuing export quotas as of January 1, which cannot be placed on the Bulgarian market, is equivalent to the cancellation of the derogation from December 2023. It states that the lack of an opportunity to export these products will lead to a rapid overflow of the Burgas refinery warehouses and to the forced stoppage of production. This may place the Burgas refinery in conditions of increased technological and logistical risk and endanger the supply of fuels for the Bulgarian market.

Lukoil Neftochim Burgas calls for a dialogue with the institutions to find a workable solution without risks.

The agreement was reached on November 17, and it envisages the derogation being revoked in two stages. In the first, the export quotas will be discontinued as of January 1 and, in the next stage, the derogation will be revoked entirely as of March 1.
