Bosnia and Herzegovina: HPP Mrsovo project to be restarted

Hydropower plant Mrsovo is located on the river Lim. The company Comsar Energy Hydro, owned by Russian billionaire Rashid Serdarov, submitted to the relevant Ministry an environmental impact assessment study for HPP which is a precondition for obtaining the environmental permit for the plant. Thus, the company restarted the project, almost a decade after it has been granted a concession.

The future HPP Mrsovo will have an installed capacity of 26.8 MW and represents a last part of the cascade system on the river Lim. The project’s cost was initially estimated to 100 million euros. The Government of the Republic of Srpska (RS) awarded the concession in 2012 for a period of 30 years, which was later extended to 50 years.

During that period, Comsar Energy threatened on several occasions that it will withdraw from the Republic of Srpska (besides HPP Mrsovo it also has concession for TPP Ugljevik 3), even state-owned power utility ERS was interested in taking over its concessions. However, the company recently announced that it continues with the implementation of planned projects, and the completion of EIA study for HPP Mrsovo is the first step.
