Bosnia and Herzegovina, ERS hired advisers for urgent review of production capacities

State-owned power utility ERS will pay some 1.1 million euros to advisors from Serbia for urgent expert review of the state of its production capacities with recommendations for their improvements.

The tender was launched in early January, after the review was asked by the Prime Minister of the Republic of Srpska (RS) Radovan Viskovic and RS Minister of Energy and Mining Petar Djokic. The most favorable offer was submitted by a consortium of institutes from Serbia.

ERS said that the emergency procedure was launched due to reasons of extreme urgency caused by events unforeseeable for the contracting authority, the impossibility of complying with the minimum deadlines established by law for an open, limited or negotiation procedure with publication notifications. The company was tasked with urgently conducting an in-depth analysis of the energy system, primarily related to production facilities in order to determine if the situation is critical and what are the urgent steps that must be taken in order to avoid downtimes.

Namely, the authorities requested an analysis of the situation in five subsidiary companies of ERS – two coal-fired thermal power plants (Ugljevik and Gacko) and three hydropower plants (on Drina, Trebisnjica and Vrbas rivers), which will indicate the differences between the projected and realized electricity production, the current state of equipment and facilities, with the identification and analysis of the occurrence of technological and technical limitations in production, and possible improvements.
