Serbia launches tender for consultancy services on €31.9 million biomass market development project

The Serbian Ministry of Mining and Energy has issued a public call for expressions of interest in providing consultancy services for a major initiative aimed at developing the biomass market in the country. The project, valued at €31.9 million, seeks to modernize and expand district heating systems using renewable energy sources, particularly biomass, in selected municipalities.

The project is financed through a combination of funding sources: a €20 million subsidized loan and a €2 million grant from the German Government, alongside a €9 million grant from the EU’s Regional Energy Efficiency Program (REEP).

Consultancy services will include the preparation of technical documentation, feasibility studies, and environmental impact assessments. Selected consultants will also support public procurement activities, supervise project implementation, assist local heating plants during the early operational phase, and help develop institutional, safety, and environmental protection frameworks.

The consultancy contract is expected to be awarded in the fourth quarter of 2025. The project will span five years, followed by a 12-month period reserved for resolving any post-implementation issues.

Eligible applicants are independent consulting firms with at least ten years of sector-specific experience and an average annual turnover of no less than €2 million over the past three years. Experience working in the Western Balkans and Eastern Europe will be considered an advantage.

The tender will follow an international open bidding process with prior qualification. Interested firms must submit their bids by the final deadline of 10 June.
