Serbia: EPS launched tender for supervision of new thermal power plant construction

Elektroprivreda Srbije (EPS) has initiated a tender for expert supervision of the construction of the Kostolac Thermal Power Plants and Mines (TPP).

According to the technical specifications of the tender, expert supervision entails overseeing the contractor’s fulfilment of contractual obligations. This includes ensuring compliance with construction permits and project specifications, adherence to project timelines, and verification of work quality and materials used.

The service contract duration cannot exceed one year from its conclusion.

The construction of block B3, valued at $618 million, represents EPS’s largest investment in the past three decades. The last thermal power plant built in Serbia was Kostolac’s thermal block B2, commissioned in 1991. The contract for block B3 construction was signed between the Government of Serbia, EPS, and the Chinese company CMEC in 2013. Despite the commencement of work five years later, project completion deadlines have been repeatedly postponed.

Finance Minister Sinisa Mali recently announced efforts to expedite construction progress after discussions with Chinese company representatives in April. The latest announcement indicated synchronization of the 350 MW block with the network, followed by additional tests and trial operation planning. The minister further assured that B3 would be operational “in the coming months.”
