Serbia, City of Vranje launched and halted tender for private partner for the construction of heating plant

Earlier this week, the City of Vranje in southern Serbia has launched a public tender for the selection of a private partner for the long-term supply of heating energy for the city’s district heating system, worth some 42.5 million euros.

However, the tender was later halted without providing any reasons for the stoppage. Initially, it was supposed to be open until 31 January 2023.

The tender envisaged the selection of a private partner and the awarding of the agreement on the public-private partnership for a long-term delivery of heating energy for the district heating system of Vranje, through the construction of new boilers running on biomass and natural gas, with biomass having at least a 50 % share in the production of heating energy.

The realization of the project should be carried out in two phases, with phase I entailing the designing, construction, installation and test operations of the boiler room 1 and the production and delivery of a minimum of 3,500 MWh per year of heating energy. Phase II entails the design, construction, installation and test operations of the boiler room 2 and the production and delivery of a minimum of 12,500 MWh of heating energy per year from the second boiler room.
