Romania: Rezolv Energy selects partners for second phase of Vifor wind farm

Rezolv Energy has announced the selection of key partners for the second phase of the Vifor wind farm project in Buzău County, Romania. Through its special purpose vehicle, First Looks Solutions, the company awarded the Balance of Plant (BoP) contract to Austrian infrastructure firm PORR. The contract covers all civil works, as well as high-voltage and medium-voltage electrical engineering.

In addition, Danish wind turbine manufacturer Vestas has been chosen to supply 42 EnVentus V162-6.4 MW turbines. These will be the highest-capacity wind turbines ever installed in Romania.

Construction of the second phase is scheduled to begin in late summer 2025. Once complete, it will bring the wind farm’s total capacity to 461 MW—enough to power over 700,000 households. The second phase is expected to be commissioned commercially by summer 2027. Upon completion, Vifor will become the largest wind farm built in Romania in the past decade and one of the largest onshore wind projects in Europe.

The first phase of the project, currently under construction, consists of 192 MW and is projected to begin operations by spring 2026. Both phases will use the same turbine model, characterized by a hub height of 166 meters, a rotor diameter of 162 meters, and a nameplate capacity of 6.4 MW, offering excellent efficiency and energy output.

A third strategic partner, Ganz Transformers and Electric Rotating Machines, will deliver the 400 kV transformer required for grid integration. In addition to their engineering, procurement, and construction (EPC) roles, all partners will work alongside Rezolv to ensure the project meets international standards in sustainability and environmental compliance. This includes adherence to the frameworks of the International Finance Corporation (IFC), the European Bank for Reconstruction and Development (EBRD), and the Equator Principles.

Rezolv Energy was founded in 2022 by Actis, a leading investor in sustainable infrastructure across growth markets. The company now manages a portfolio of 2.3 GW of utility-scale wind and solar energy assets across Southeast Europe. In addition to Vifor, its development pipeline includes the 1,044 MW Dama Solar project in western Romania—set to become Europe’s largest solar power plant—the 600 MW Dunărea East & West wind farms in Constanța County, and the 225 MW St. George solar farm currently under construction in northeastern Bulgaria.
