Romania: New cogeneration plant at Petromidia refinery enters operational testing

Romanian Minister of Energy Sebastian Burduja has announced that a newly completed cogeneration plant at Rompetrol’s Petromidia refinery has entered the operational testing phase. The facility enhances energy independence for Romania’s largest refinery while also strengthening the country’s energy system.

Equipped with cutting-edge Siemens SGT-750 gas turbines—their first deployment in Romania—the plant has an installed capacity of nearly 80 MW. It will fully meet Petromidia’s electricity needs, reducing demand on the national grid. Minister Burduja highlighted this project as a key example of companies in Romania investing in their own energy production to improve operational efficiency.

The $164 million project is financed by the Kazakh-Romanian Energy Investment Fund (FIEKR) and is expected to generate approximately $11 million annually in state tax revenue. As a brownfield investment, it integrates assets and personnel from Midia Green Energy for the operation of the new equipment.

The plant will produce approximately 80 MW of electricity, with 60–70 MW dedicated to covering the refinery’s full power needs, alongside technological steam production of up to 180 tons per hour to meet the platform’s maximum consumption requirements.

In August 2020, FIEKR signed an engineering, procurement, and construction (EPC) contract with Turkish firm Calik Enerji for the turnkey construction of the plant. A long-term service agreement (LTSA) with Siemens Energy was also established for gas turbine maintenance.
