Romania: FIEKR nears completion of $160 million cogeneration plant at Petromidia refinery

The Kazakh-Romanian Energy Investment Fund (FIEKR), through its subsidiary Rompetrol Energy, is nearing completion of its largest initiative to date—a cogeneration plant at the Petromidia refinery. With an investment exceeding 160 million dollars, the facility is expected to be fully integrated with both the refinery’s operations and Romania’s national electricity grid by the end of August 2025.

From February to June 2025, teams completed startup validation for the plant’s two SGT-750 gas turbines, tested all measurement and control systems, and prepared the steam distribution infrastructure. By March and April, both turbines had been successfully brought online in various operational modes and connected to the national grid, already generating over 11,000 MWh of electricity for the refinery and surrounding network.

Beginning in July, the facility will start delivering both electricity and process steam to Rompetrol Rafinare, supported by recovery boilers that are now operational. Final performance testing, regulatory certifications, and project acceptance are scheduled to be completed by the end of August. A joint team of contractors and equipment suppliers is currently overseeing the plant’s daily operations.

Once fully operational, the cogeneration plant will generate nearly 80 MWh of electricity, covering the refinery’s demand of 60–70 MWh and producing up to 180 tons of steam per hour during peak consumption. Any excess electricity will be supplied to the national grid. The core of the plant features two SGT-750 turbines, each delivering around 39 MWh, powered by a mix of natural gas and refinery gas, with a rated fuel heating value of 9,120 kJ/kWh.

Beyond improving Petromidia’s energy efficiency and operational stability, the plant will enhance power balance across the Dobrogea region. It will meet the refinery’s energy requirements and contribute surplus electricity to the broader national energy system.

Established in October 2018 by KMG International (80% ownership) and the Romanian state (20%), FIEKR was created to support strategic energy infrastructure projects in Romania. The Petromidia cogeneration plant stands as its most ambitious and impactful investment so far.
