Romania: ANRE seeks consultant for determining rate of return for energy transport and distribution

The National Energy Regulatory Authority (ANRE) plans to hire a consultant for the calculation elements of the weighted average cost of the capital invested in the electricity and natural gas sector, for the period 2020-2024, for the activities of transport and distribution.
The estimated value of the contract is 21,000 euros, which will be paid after ANRE would had received the final version of the report, namely within 3 months from the date of signing the contract. A first preliminary draft of the report will be sent to the regulator within 30 days from the date of signing of the contract. The deadline for the submission of offers is 28 February.
The specific objectives of the consultancy services requested consist in determining the elements of calculation of the weighted average cost of capital and establishing their variation with respect to the elements used to determine the regulated rate of return approved by ANRE.
The provider must be a company specialized in economic and financial consulting, in respect with the regulatory aspects of the energy sector and specialization in the financial analysis of the cost of capital, respectively the European regulation of the natural gas market. The provider must have working experience in determining the calculation elements of the weighted average cost of capital invested in the energy sector, within the EU. In addition, the provider must prove the knowledge and experience, demonstrated by participating in at least one project on this subject and presenting at least one document/certificate confirming those previously requested. The award criterion will be the lowest price.
