Region: The first regional electricity exchange connects Serbia and Slovenia

The newly established Alpine-Adriatic-Danube Electricity Exchange (ADEX) will offer services in Slovenia and Serbia. The Public Agency of the Republic of Slovenia for the Protection of Market Competition made a decision in which it does not oppose the reported establishment of the joint company of the European Electricity Exchange EPEX SPOT and the Slovenian and Serbian operator of the transmission network ELES and Elektromreža Srbije (EMS), as well as the acquisition of joint control of the companies EPEX, ELES and EMS over the Slovenian stock exchange BSP Sothpool. According to the agency’s assessment, the concentration is in accordance with the rules of market competition.

This gave the green light for the establishment of the first regional electricity exchange for Central and Southeastern Europe. In April, the European electricity exchange EPEX SPOT, the Slovenian ELES and the Serbian EMS announced a joint commitment to establish the first regional electricity exchange in the region.

ADEX will make trade easier

The newly established Alpine-Adriatic-Danube Electricity Exchange (ADEX) will offer coordinated one-stop services for electricity spot trading in Slovenia and Serbia and other countries in the Central and South Eastern Europe (CSEE) region. The founders will share ADEX shares equally. The contract also provides for the merger of the Slovenian stock exchange BSP Sothpool and the Serbian electricity market organizer (SEEPEX).

EPEX SPOT and the operators of the transmission network system ELES and EMS will be shareholders of the newly established electricity exchange ADEX with headquarters in Ljubljana and main permanent offices in Ljubljana and Belgrade. Just to remind, Slovenian and Serbian network operators together with EPEX SPOT announced on April 4 this year that they will establish a new electricity exchange called ADEX.

ADEX will offer best-in-class trading and clearing solutions to the CSEE community and help build liquidity in these extraordinary circumstances, Ralf Danielski, CEO of EPEX SPOT, said on the occasion. He expects to accelerate the much-needed implementation of market coupling in this region in order to complete the European integration of the spot market.

We decided to cooperate with SEEPEX and its shareholders EMS and EPEX SPOT because we share the same vision of a strong regional electricity exchange that encourages further market integration in the region, BSP officials said. Serbia is connected to Croatia and Italy, so the flows will go to Serbia, instead of along the Serbia-Austria-Hungary border, traders estimated.
