The Montenegrin Environmental Protection Agency has decided that the planned 21 MW Gvozd 2 wind farm does not require a full environmental impact assessment. The agency emphasized that the investor must fully comply with all environmental protection measures specified in the project documentation and adhere to applicable technical regulations.
The Gvozd 2 project represents an expansion of the existing 55 MW Gvozd wind farm, currently under construction on the Krnovo plateau in the municipality of Nikšić. The development is led by Montenegro’s state-owned power utility EPCG through its subsidiary Green Gvozd, which EPCG acquired from Austria’s Ivicom Holding in 2021.
Construction of the original 55 MW facility began in late 2024 and is being implemented by a consortium led by the German turbine manufacturer Nordex. The first phase includes eight wind turbines and is financed through an €82 million loan from the European Bank for Reconstruction and Development (EBRD).
The Gvozd 2 extension will add three more turbines, increasing the total capacity of the complex to 75 MW. This second phase is supported by an additional €26 million loan from the EBRD. Full commissioning of both phases is expected by the end of 2026, marking EPCG’s first operational wind power plant and a significant step in expanding Montenegro’s renewable energy portfolio.
