Bulgaria secures exemption for nuclear plant operations amid EU sanctions on Russia

The Bulgarian government has approved an exemption from certain EU regulations regarding restrictive measures in response to Russia’s invasion of Ukraine. This decision allows Bulgaria’s sole nuclear power plant, Kozloduy, to award contracts to specific companies listed in an annex to the exemption.

Under this provision, Kozloduy will be able to import iron and steel products from Russia as outlined in additional annexes. The decision also permits the import of goods and technologies from Russia, along with the use of Russian technical assistance necessary for fulfilling the designated contracts. This derogation from EU rules will remain in effect until the specified contracts expire.

Much of the equipment and systems at Kozloduy Nuclear Power Plant were originally sourced from Russia. As a result, some contracts for supplying goods and services essential for the annual maintenance and safe operation of its two active units have already been signed or are in the process of being finalized with Russian companies.
